The draft is relatively mature and an earlier form was submitted to the IETF a year ago (it has evolved since then). MHAP is a full-blown mid to long-term solution. => MHAP is a two space solution (PAs are locators, PIs are identities) and draft-ietf-ipngwg-esd-analysis-05.txt should be read in order to understand pros & cons (note: this draft is expired and can be hard to find).
