Indeed - but playing the devil's advocate: if people want PI to avoid renumbering, they don't need millisecond switchover time - they want to move to a new ISP "in the time range it takes to setup a leased line"... A number portability scheme similar to what the Telcos have to do *would* work, but it would not be the "dynamic Internet of today".
