I would suggest to first start reading about IPv6 and learn how IPv6 and especially for this cases IPv6 addressing works. Then, when you have done that, you will understand how much address space is being passed used for a LAN (/64), a site (/48) and an ISP (/32 and larger). As in the RIPE region there is no "PI", you will fill in your form with a proposed address plan, based on that you will receive a prefix. Trying to "get the cheapest" doesn't work here, if you have to bother with pricing when you are getting addresses, then you definitely have to look at all the other cost factors that you have and start cutting there instead... but that is IMHO ;) Please read a good IPv6 book, then try again.
