Some hosts have http/https/imaps and other services running. But all it takes to move them away is changing DNS. Nothing more.

For your case the answer is simple: get your address space from an LIR. Otherwise draft a proposal for an "enduser-LIR" who can only get 1 AS and 1 prefix for themselves.
