I think it's easy. Not everyone experimenting with IPv6 has a tunnel to DREN and native IPv6 in the US is tough. With regards to F what you see in your routing table is transit for their Palo Alto node, as only for that peers are allowed to do transit. They have a node in New York which some networks there peer with but are not allowed to do transit for, so it's only of benefit to these networks directly.
