It MUST be possible if we want IPv6 to be a success. It's to be assumed that the employees of this company will have IPv4 experience (of course), but that doesn't mean the company has a track record of "having been IPv4 LIR for xx years".
2, It is not mandatory to create a LIR In order to provide an IP service. An other LIR can provide a service for you.
