"Every LIR gets a /32 (upon request), no questions asked" is a concept that I'm also happy with - as I have said before. For those that are afraid of the landrush: limit that policy to 5.000 LIRs per region.
Those kind of ideas can only come from folks who are already in the business and have their own allocation already. *shaking head* "Sorry, you're to late in the game - the market already has 5000 players, but we have this nice transit offering with PA space here...".
