I'd humbly propose that, in this case, rather than "without", we could use "outside of", to fully read: The working group will co-operate within the networking industry, as well as outside of it, to share resources and combine efforts. OR The working group will co-operate within and outside of the networking industry, to share resources and combine efforts. Cheers, Mark.
