Forgive me for asking, are you commenting on the policy proposal itself or on one of the draft documents which will be the result of this ?

It could have gone in the rationale, but then again it might be worth explaining it in the beginning. But be aware this is just the proposal, t's a form used in the process. This is not the resulting text, these are in the draft documents listed in the heading. Marco (as the proposer)
