This enables the assigning autority to change the different part lengths of the prefix (TLA (top level aggregator), subTLA, NLA(next-level aggregator) SLA (site-level aggregator), ...) even after allocated spaces. This scheme is applicable to both IPv4 and IPv6 but is envisionned mainly for IPv6 where the address space is larger and more flexible. I do not know if cisco announced this on an official list - but I got the information about a new Version of their IOS supporting IPv6 in a "public" release with no beta-status. The new IOS 12.0 will be out in mid-november.
