I think that we've done a small bit of (4). I don't think that we've done (2) at all. On (1) and (3) we've done bit and pieces.

==> I agree with you that we have not been able to fulfill the charter requirements, even partially. With Constanze, we tried to engage the community by conducting surveys (to understand the community requirements), sending newsletter initially (so that discussion could be kick-started based on it) and even trying to have interim meetings.
