I understand that they gave the technology to cut, but in many countries the cutting of utility services is just not allowed (even if the bill is not paid)... We saw it here in Ireland, were the government wanted people to pay their water bill (less than 50% of the house holds did not pay the bill: and now they going to abolish water bills [again]... Grrr: politics...
