That's actually a good thing IMO. The root server operators are very careful to avoid single points of failure. That applies to procedural, contractual and financial aspects of the running root server system as well as the technical and operational ones. If all the root server operators signed the same contract with ICANN, that contract would be a single point of failure. This thread is getting off topic for this list.
