I believe that such a document would be a useful _output_ (for a change) from the RIPE ENUM WG.

as an inventory of existing BCPs (BCP 16 and BCP 40 come to mind), such a document might be useful. It could be argued, though, whether the _RIPE_ enum wg is the right venue. -Peter
