
Bypass yes, but double asterisk is widely recognized as international dialing code (instead of "+"), but not for example in Poland for mobile carriers, "**" doesn't work. Nice app, but.
It's designed to UK dialing style. Instead of just copying the "tel:" numbers from DNS in the format as they appear (like +48606..) it replaces "+" with "**" - this doesn't work in Poland.
The '**' prefix is the app's ENUM bypass prefix. The app has to add the prefix to tel: URIs (and then later strip it off again) so that they don't go back through the ENUM lookup when you dial them.
