Our Regulator (URTiP) has assigned (last week) the non-georgraphical block for VoIP for "Telekomunikacja Polska SA" (subsidiary company of FT). This is the first official assignment for VoIP in Poland (in the national numbering plan) The others operators are still using _geographical_ numbers for VoIP but ourRegulator seems not willing to verify this.
