:) no political reasons - Ministry lobbied ccTLD without tender and was criticized. Government (first VP responsible for the industry) discussed the situation with largest operators and they prefer traditional legacy player - state owned enterprise. In my opinion - if ccTLD will lead MNP project it could break the whole self-governance system in DNS.
