There was an error with our intial application and the Gibraltar
Regulatory Authority (GRA) have already spoken to OFCOM and the ITU in
order to correct it. Please see corresondence below for an explanation.

There has been confusion over who appears as "delegee" in the
notifications for ENUM delegation.  Our ISP, Sapphire Networks, had been
given to understand that they were to be down as the Administrative
Contact and the GRA as the Zone Contact.

However, it transpires that the "Administrative Contact" is the only one
which is published in the ITU and RIPE lists, giving the impression that
the delegation is made to a commercial company.  This needs changing.
John Paul Rodriguez, who deals with numbering at the GRA, has been in
contact with Richard Hill at the ITU and below is Richard's advice on
how to get this sorted.

Please notify Richard to notify RIPE NCC that the current delegation is
withdrawn and submit the attached new delegation to H Zhao at the ITU as
an attachment to your fax.  

I have arranged for the ISP to notify RIPE.

My sincere apologies for this mix-up.

ITU only lists the Administrative Contact.

The RIPE listing is just the E-Mail that you see on their E-Mail
archive, which is reproduced below, and includes the full information as
shown below.

Just to be perfectly clear: the delegation approved by OFCOM has Saphire
as the Administrative Contact.  If you want to change that, you have to:

1) Arrange for OFCOM to notify me to notify RIPE NCC that the current
delegation is withdrawn

2) Arrange for a new delegation, with the new Administrative Contact, to
be submitted to RIPE NCC and approved by OFCOM.

In addition to my previous message, please note that the delegation 
request, as approved by OFCOM, who, from ITU's point of view, is the
competent
authority, states that the "Adiministrative Contact" is Sapphire, 
see the attached E-Mail below.
So the RIPE NCC listing is correct, and the ITU listing
will also show
Sapphire, when we correct our listing.
If you believe that the Administrative Contact should be something 
else, then you will have to:
1) Ask OFCOM (Mr Malcolm Johnson) to instruct me to revoke approval 
for the delegation.
2) Arrange to have a new delegation request submitted to RIPE NCC, 
showing the new Administrative Contact.
When I received the delegation request, I forwarded to OFCOM, in 
accordance with the agreed ITU Interim Procedures, for approval.  
OFCOM approved it as it stands.  The relevant procedures are at:
