One proposal actually is to register individuals and VSE under 1 to 3 letter secondlevel domains but not to rearrange the whole tdl. Another proposal is to take the 2-letter "Laender" codes instead. As with the first this only concerns individuals and VSE.

How about the latest Postel proposal: Create 999 subdomains 1.de to 999.de. In each of them create 999 subdomains 1.x.de - 999.x.de. You have just mapped namesapce for a million registries under DE with names that have little to no connotations with anything. To anyone who wants to run a registry for individuals, assign *randomly* an x.y.de combination. I can then find a friend who will register me as karrenberg.123.456.de, if I do not like his policy I will go to 453.295.de and register there. Anything wrong with that? Daniel
