I didn't quite say it that way and definitely not ex officio. What I tried was hold you/the proposal to its design criteria, first and foremost being "minimalist" or lean or lightweight, in the spirit of good protocol design - it's ready when yoy can't delete anything further. To that extent, the limits are superfluous because common sense will prevail. Should they be deemed necessary, there are probably bigger fish to fry, e.g., the impeachment clause. -Peter
