In each of them create 999 subdomains 1.x.de - 999.x.de. You have just mapped namesapce for a million registries under DE with names that have little to no connotations with anything.

To anyone who wants to run a registry for individuals, assign *randomly* an x.y.de combination. I can then find a friend who will register me as karrenberg.123.456.de, if I do not like his policy I will go to 453.295.de and register there.

Nope, but it still doesn't help finance a NIC for DE or replace DE with your favourite European TLD.
