[dns-wg] DNS4EU Update

You're probably aware that a consortium led by Whalebone has been awarded a grant by the European Commission to deploy the DNS4EU public resolver (see here<https://www.whalebone.io/post/press-release-dns4eu> for the press release and here<https://www.youtube.com/watch?v=Lj8ePGKfQtM> for a recording of the press conference).
