Well.... There are other classes of messages, such as delivery *success* notifications, for which <> is specced as appropriate; see RFC2821 4.5.5 and (eg) RFC2298 or RFC4356. Even for other mail, though, it's only a SHOULD - and there are other cases where <> is specifically called out as appropriate.
