In the case where the inetnum holder can't be contacted (or is unresponsive?) maybe deletion by the RIPE NCC could be a sensible approach (then there will be a ticket trail).

Will any change on this need to run through the PDP…?

I’ll leave the answer to that up to the RIPE NCC staff and WG chairs. Cheers, Sander
