Well, I-the-abuse-victim (usually but not necessarily spam recipient) don't much care whether it's done with an irt object or with a person object, as long as I can locate somewhere useful to write to. :-)
It is not currently a requirement to have a way to deal with abuse issues to be allocated or assigned IP space in the RIPE NCC service region.
That needs to be fixed, then. (Actually, I believe that the RIPE should have all its address space taken away from it by the IANA until it gets fixed; nobody should have address space without being contactable about abuse issues.
