But I am not sure the problem is only technic I see it partly as a matter of usage : if we where behaving the same even putting the abuse in remarks, desc or whatever the field is, people would get used to it, and they would stop writing to all address.
Having multiple entries shouldn't be that problem, except you have to live for the fact that you will probably get a copy on each address listed and you have to make sure that at least one responds to it otherwise you will break the system again. Your suggestion to use remarks/desc attributes is a problem in the way that they are freeform and it's not easy to force people on using a strict format, nor is it easy to just use 'grep' to get the information your looking for.
