[db-wg] NWI-12 NRTM v4 Solution Definition

Dear Colleagues, Following the Requirmements Gathering BoF yesterday, I'd like to propose Sasha Romijn's NRTM v4 protocol as a Solution Definition for NWI-12 "NRTM v4".
