193.in-addr.arpa procedures -> ripe-85

Folks, The 193.in-addr.arpa delegation procedures have been made into a RIPE document ripe-85. Only changes since version 1.4 are a few typos and cosmetic. You can find it as ftp.ripe.net:ripe/docs/ripe-docs/ripe-85.txt It is now version 1.5. Before asking for a block delegation, please read the document. Cheers, -Marten
