Which network is assigned address physically on?

Hello all. My question is which network is assigned address physically on? According to http://www.ripe.net/ripe/docs/ipv4-policies.html, "an allocation is a block of IPv4 addresses from which assignments are taken... Sub-allocations are intended to aid the goal of routing aggregation... The minimum size of a sub-allocation is /24. This is the smallest prefix length that can be reverse delegated and allows for a reasonable number of small assignments to be made by a downstream network operator... The maximum size of a sub-allocation is /20 even if this is less than 400% of the LIR's AW (Local Internet Registries' Address Window). For example, an LIR with a /21 AW may not sub-allocate a /19 to a downstream network. However, downstream network operators may receive sub-allocations totalling more than a /20 from more than one LIR." I am too stupid to figure out what does it mean. Crew Group Inc. descr: US 770 Broadway, 14th Floor descr: Remote connection to SAP country: US status: ASSIGNED PA inetnum: 217.77.254.30 - 217.77.254.30 netname: SAP-AlumaFormDixieElectrical-US-i8 descr: Aluma-Form/Dixie Electrical descr: US 3625 Old Getwell Road descr: Remote connection to SAP country: US status: ASSIGNED PA Does it mean 217.77.254.28 and 217.77.254.30 are still on german network, or are they physically located in US and connected to germany over some sort of intercontinental cable?
