Provider independant IP addresses

Hi We have a range of provider independant IP addresses and we are going to change ISP shortly. We have been told that we need to notify RIPE of the change of AS Number and the RIPE name of the new ISP, is this correct? How long does this take and who do I need to contact to make this change?
