Just chiming in about a couple of points of the proposal, which I currently think are the most important points to be aware of:
Several of the CC2 / #ChatControl-proposals are (potentially) back under this new umbrella, and particularly the first half of 2025 will see a “Technology Roadmap on encryption to identify and assess technological solutions to enable lawful access to data by law enforcement authorities in 2026”. This is a hot topic in many EU countries currently, the French National Assembly recently rejected a similar proposal, and in Sweden a proposal is likely to come forward to parliament soonish (the proposal was on public request for comments during the fall).
PQC and QKD roadmaps / plans. While the usefulness of PQC (quantum safe cryptography) is undisputed, QKD (e.g. quantum-based cryptography) has faced criticism from expert groups within member states. Despite this, it remains an integral part of ProtectEU.
“European Critical Communication System (EUCCS)”, an idea for a EU-common communications system / architecture for first responders. It might be of interest to members to reason wrt. which role the Internet should have in such a system / architecture.

The entire initiative itself is quite broad, and does interestingly not contain any references to the potentially upcoming “Digital Networks Act” (fair share and so forth).
