[cooperation-wg] Review of the report on Digital Commons

Dear colleagues, The Institute for Public Policy Research (IPPR) in the UK recently published an interesting report on digital commons. I saw several parallels to issues they raise with how the RIPE community approaches governance of Internet number resources.
