Jaap, In theory you are right: individuals can respond. But I would suggest that there are practical hurdles to that. The short timescale. The fact that most people here did not pick up on it - they were not targeted? The need for an ECAS account, etc. The targeted industries on the other hand have obviously been the loop for some time.
