Re: The draft proposal; I somewhat agree with the actionable but the content produced after the review is what will really determine how well.

Secondly perhaps a legal person would care to explain how binding an Affirmation of commitment (AoC) could really be. i.e Does the terms really carry any form of "force" with it (things like you have no choice than to abide with the terms we agreed upon unless you want to stop being the operator of our function)
