New Internet Country Report: Gulf Region

Dear colleagues, We’ve published the latest in our series of country reports, this time looking at the Internet landscape in eight countries in the Gulf region. This is the sixth such country report that the RIPE NCC has produced as part of an ongoing effort to support Internet development throughout our service region by making our data and insights available to both local technical communities and decision makers. The report looks at the state of the Internet in the Gulf region, including its market landscape and regulatory environment, Internet number resources and opportunities for growth, regional connectivity, routing and routing security, and the operators and paths providing international transit into the region. We also reach a number of conclusions about what is needed to further develop the Internet in the Gulf region. The process for selecting a new chair is as follows: 1. A call for interested parties is made on the WG mailing list at least every three years, or whenever needed. 2. Interested parties have two weeks to make their interest known via the mailing list, or directly to the Chair/s. 3. After two weeks, the Chair/s ensure that all candidates are announced on the mailing list and issue a call for discussion. 4. WG members express their approval or otherwise of the presented candidates. 5. Two weeks after the call for discussion, the Chair/s declare a decision, based on mailing list discussion, as they would do for a policy proposal." Thus, as we have posted the call on Monday, November 30, it means interested parties have until end of the day (CET) on Monday, December 14 to make their interest known. Looking for third co-chair

As stated in the WG session of RIPE81, we are inviting anyone who is interested in being a co-chair of the WG to contact me and/or Achilleas (preferably at cooperation-wg-chairs(a)ripe.net) We think it would be useful to have a third co-chair, and that also helps if one (or both) of us current chairs have to step down. If there are multiple people interested in being co-chairs, we will start a proper election procedure, with both me and Achilleas up for re-election - we might do that anyway, as good practice. Russia Regulatory Update

Updates regarding New IP (FVCN) and ITU meeting schedule

Dear colleagues. As the recent RIPE 81 meeting did not allow for a lot of time to talk about this topic, I have written a blog post to provide you with some updates and on what is happening within the realm of ITU. Apart from a change in terminology, there hasn't been much progress with regards to New IP. But equally important is that a further postponement of the World Telecommunication Standardisation Assembly (WTSA) is now on the table, with India proposing to reschedule the meeting to March 2022. Our views and the expected impact of such a decision can be read in the article. Sneak preview for today's WG session

Dear WG, few weeks ago I had a reason to look into regulators' practices regarding net neutrality and then found something that could be of interest to the RIPE community (again). First, a little bit of background: there is an EU regulation 2015/2120 <https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A32015R2120> that deals with 'net neutrality'. Then, there is BEREC <https://berec.europa.eu/>, the 'Body of European regulators for Electronic Communication', which is where the EU member states' telco regulators meet and coordinate. BEREC is where guidelines for dealing with 2015/2120 were written and it's also tasked with collecting the national regulators' reports and compiling these into a Report on the implementation of Regulation (EU) 2015/2120 and BEREC Net Neutrality Guidelines <https://berec.europa.eu/eng/document_register/subject_matter/berec/reports/…> Find all this and more at <https://berec.europa.eu/eng/open_internet/>. (The WG had dealt with the regulation and guidelines in mid 2016 already.) The most recent report says: 11 NRAs stated that they also undertook some other actions [...] creation of an IPv6 task force to accelerate the transition to IPv6 by enabling participants (ISPs, hosting companies, businesses, public sector players, etc.) to tackle specific problems and share best practices; and FI: The NRA has obliged operators to inform consumers about their right to a public IPv4 address in its memorandum about the Regulation. There's a number of other NRAs dealing with the (in)availability of public IPv4 addresses for end customers: Austrian regulator states that 'IPv6 penetration across the whole Internet currently at approx. 25%'; Slovenia reports: IPv4 address translation prevents traffic originating on the internet towards the user, which could be an issue if the user wanted to use its mobile terminal as an access point for a bigger number of devices connected at their home Netherlands' regulator ACM states: 2.3 Exploring the transition to IPv6 in the Netherlands BEREC has shown interest in making the transition from IPv4 to IPv6, a new standard for the use of IP addresses. The number of available IPv4 addresses has been depleted, but the introduction of IPv6 could lead to new problems. It appears there are differences between countries in how diligently the market and government organizations are currently dealing with the transition to IPv6. BEREC wishes to assess whether or not the roll-out of IPv6 (or the delay thereof) could lead to net neutrality issues. The French report has extensive coverage of IPv6. While 'net neutrality' is only one angle, it might be instrumental to note what issues get the attention of regulators and what the rationale is. See you at 14:00 CET in meetecho! -Peter
