Hi everyone, My colleagues, Agustina and Jelena, and I are conducting a survey for our IGF 2017 session (WS 161), and would appreciate your feedback. What is your magic answer to the question: *“OK, but what do you REALLY do?”* If so, you’re not alone. We have been struggling with these types of questions for a long time, which is why we are trying to find a better way to communicate Internet governance. This is why we – Agustina Callegari, Michael Oghia, and Jelena Ozegovic – are hosting a collaborative workshop at IGF 2017 in order to discuss how we can communicate IG more effectively. RIPE NCC Signs MoUs with Telecommunications Regulatory Authority of UAE and American University of Beirut

Dear colleagues, The RIPE NCC signed two new Memoranda of Understanding (MoUs) yesterday during RIPE 75 in Dubai: one with the Telecommunications Regulatory Authority (TRA) of the United Arab Emirates, and another with the American University of Beirut (AUB). The MoUs formalise the existing relationships the RIPE NCC has with each of these organisations, which come from our increased involvement in the region. The two agreements are very similar in nature, and focus on organising and promoting training courses, meetings, academic initiatives and IPv6 roadshows. The RIPE NCC also agreed to provide the TRA with technical expertise, and agreed to work with the AUB on promoting RIPE Atlas in the Levant region. RIPE NCC Roundtable Meeting for Governments and Regulators in Bahrain

Building on the model of Roundtable Meetings for Governments and Regulators that we have been employing successfully in Europe and, more recently, the CIS region, this was the first such Roundtable Meeting to be held in the Middle East, with attendees from Ministries and Regulators in the Arab countries in our service region. Focus points in the discussion included IPv6 deployment, Internet growth trends in the region and participation in the RIPE Policy Development Process. RIPE NCC Signs MoU with Georgian National Communications Commission and Asia Pacific Top Level Domain Name Association

Dear colleagues, The RIPE NCC signed two new Memoranda of Understanding (MoUs) during recent events in Tbilisi, Georgia: one with the Georgian National Communications Commission (GNCC), and another with the Asia Pacific Top Level Domain Name Association (APTLD). These MoUs formalise the existing relationships the RIPE NCC has with each of these organisations, and are the result of the RIPE NCC’s growing membership and involvement in the region. The MoU with the GNCC focuses on IPv6 training, promoting the RIPE Academic Cooperation Initiative, and RIPE Atlas. This will be a one-day meeting, taking place in Leeds, UK, on 21 September 2017. We will start at around 10:30 local time and end the day at around 17:30 with a small reception. Our aim at this meeting will be to discuss what impact the IoT might have on areas of interest to the RIPE community and RIPE NCC services, and how we together can contribute to this emerging industry in a positive manner. RIPE NCC's response to BEREC consultation on the Draft Net-Neutrality Regulatory Assessment Methodology

EuroDIG sustainable access roundtable

Dear colleagues, For those of you who don't know me, my name is Michael Oghia. I am a young professional who entered the Internet governance community a little less than two years ago, largely thanks to the Internet Society awarding me an ambassadorship to the 2015 Internet Governance Forum. Since then, I have dedicated myself to sustainable accessibility (including writing <http://www.circleid.com/posts/20170321_shedding_light_on_how_much_energy_in…> about the relationship between sustainability and the Internet, as well as speaking about it). Now, I am organizing and moderating my first roundtable as a community member: Workshop 11 <https://eurodigwiki.org/wiki/WS_11_2017> at the European Dialogue on Internet Governance (EuroDIG) next week. Especially given the current political climate, the timely workshop will focus on sustainable access and digital pollution, specifically how *we cannot legitimately address Internet access without addressing sustainability*. Request to contribute to AIOTI survey on IoT indentifiers

Dear colleagues, The RIPE NCC is a member of the the Alliance for Internet of Things Innovation (AIOTI). Its standardisation group (WG3) has established a task force to look at identifiers for use in the Internet of Things (IoT). One of the task force's work items is to collect information about any existing identification systems and standards that could be considered for application in IoT and investigate identification needs and requirements from IoT implementers. They have created a short survey to gather this information and asked us to invite the RIPE community to contribute. As both the requirements and options available will probably vary significantly between different IoT products and services, we don't think it's feasible to provide the task force with a consolidated response, as compiling such an answer to some extent would duplicate the work of the task force. Instead, we encourage RIPE community members who have a stake in IoT or associated identification mechanisms or standards to respond to the survey on an individual basis. As noted in a previous email, the RIPE NCC and Europol signed an MoU in December 2016 with a focus on sharing expertise in the areas of cybercrime and Internet security. SG20 and DONA etc

All, I hear rumors SG20 is moving forward with ideas on prescribing DONA etc as The Directory and Naming System to use, and that it is a replacement for DNS. And that there is an upcoming SG20 meeting. I personally find it being very important ITU-T in this case do not "select" specific naming mechanisms at all. There are numerous different systems that after being bootstrapped with the help of DNS and routing can act on its own. And it would be a disaster if ITU-T prescribe something at this time, unless the usage is very very specific and that harmonization really really is needed. If we should spend time on new naming and lookup mechanisms, I would go for some completely new architectures that do not have any kind of root (neither technical, nor administrative) and instead use things like opportunistic encryption and randomization to find identifiers which globally get to know each other via some ad hoc routing mechanism. paf

Last week we had the annual three-day CPDP event in Brussels. CPDP is a fairly big stakeholder conference. The theme this year was 'The age of intelligent machines”. Not so long ago IEEE organised a one-day seminar on "AI and ethics” also in Brussels. So you can sense some common concerns. However you can find details of CPDP here: http://www.cpdpconferences.org Perhaps as CPDP is held in Brussels - even if not in a typical institutional setting - the organisers succeed in attracting a very varied crowd. There were of course folk from the various EU bodies - the parliament, the commission, EDPS and so on. But also regulators from various EU member states and elsewhere, including the US. And the Council of Europe. And of course many academics and folk from industry. And there were well-known names such as Simon Davies, Bertrand de la Chapelle, Gus Hosein, Paul Nemitz, Bart Preneel, Marc Rotenberg, Marietje Schaake, Phil Zimmerman and many, many more, For a sense of industry involvement see: http://www.cpdpconferences.org/sponsors.html But the event is by no means dominated by industry, far from it. Between the implementation of the GDPR and Brexit and the new US administration and concerns about AI, encryption policy, cyber-warfare, mass surveillance, the so-called Internet of Things - internets of things? - and cloudy computing the programme was very rich. RIPE NCC Signs MoU with ARISPA

The MoU formalises the existing relationship between the RIPE NCC and ARISPA, a non-profit organisation whose members include Arab Internet and data service providers. It focuses on capacity building to support the development of the Arab Internet community. Dear Gordon Thank you for this. As you may recall, I was a member of the WSIS secretariat when the text in question was negotiated and I was involved in the discussions. As I recall, the term "enhanced coordination" was used as a an euphemism for "end unilateral US control of Internet governance in general and of ICANN and IANA in particular". However, after the text was agreed, there was disagreement regarding its intent: as I recall, the USA took the view that the intent was to encourage more cooperation amongst UN agencies and between those agencies and other Internet governance bodies such as ICANN. But others might have different recollections. In EU relations “enhanced cooperation” has a specific meaning. It was introduced in the Treaty of Amsterdam: so akin to a "term of art”, if you will. Enhanced cooperation, in the EU, was not meant to imply simply better cooperation: it was about differentiated cooperation. In that environment it was and is about some, not all, member states cooperating more fully, more closely, on certain items even in the absence of a wider consensus. So the idea was that, even in a UN-related context, certain states could cooperate more closely, even in the absence of more general agreement? Established under the United Nations’ Commission on Science and Technology for Development (CSTD), the Working Group was set up in response to the feeling expressed by some UN Member States that there was a need to "develop recommendations on how to further implement enhanced cooperation as envisioned in the Tunis Agenda." Q: What is the latest trend in Internet connectivity offerings?

Hi all, as asked in ISOC survey, it seems there are a few big players who dominate Internet connectivity market, more and more convoluted with telephone. Here in Italy, for reasons beyond my understanding, you are bound to get a residential connection unless you have a VAT number. I really cannot understand the rationale for that, and it looks to me as a gratuitous limitation of individual freedom. Personally, I'm unable to get a non-filtered, static IP connection since I closed my VAT account (after my tax preparer's recommendation). I'll probably have to give up running my own email server. In addition, I've never been able to get IPv6 addresses --perhaps that needs a fiscal reform, eh? Is it that way all over Europe, or is it just Italy? Can anyone shed some light on why it is so? Details about this process and how to nominate will follow shortly, as the NomCom is currently being formed, but we wanted to let you know that this is underway as soon as possible given the short time-frame between the UN’s announcement and the deadline for nominations. Please keep an eye out on this list for more information. About the MAG The purpose of the Multistakeholder Advisory Group (MAG) is to advise the U.N. Secretary General on the programme and schedule of the Internet Governance Forum meetings. The MAG comprises of 55 Members from governments, the private sector and civil society, including representatives from the academic and technical communities. Those nominated should expect to attend two virtual MAG meetings per month as well as typically three face to face meetings per year.
