New report triggers discussion about innovation and strategic foresight in EU policing The advent of so-called disruptive technologies - those that fundamentally alter the way we live, work and relate to one another - provides criminals with new ways to pursue their illegal goals, but also equips law enforcement with powerful tools in the fight against crime. Some of the emerging technologies include Artificial Intelligence (AI), quantum computing, 5G, alternative decentralised networks and cryptocurrencies, 3D printing and biotech. These are set to have a profound impact on the criminal landscape and the ability of law enforcement authorities to respond to emerging threats. The disruption comes from the convergence between these new technologies, the previously unseen use cases and applications, and the challenges posed by existing legal and regulatory frameworks. The report aims to identify the security threats associated with this and points to ways for law enforcement to use the opportunities brought by these technologies to combat crime and terrorism. It also highlights the pivotal role of the private sector and the importance of law enforcement to engage more with these actors. Furthermore, it is of paramount importance that the voice of law enforcement is heard when legislative and regulatory frameworks are being discussed and developed, in order to have an opportunity to address their concerns and needs, particularly with regard to the accessibility of date and lawful interception. Hi all, Once again I would like to share with you some perspective on public-private cooperation, in this case between the EU Law Enforcement Agency (Europol) and its network of private partners. EC3, the EU Cybercrime Centre at Europol, established the Advisory Groups on Financial Services, Internet Security and Communication Providers to foster trust and cooperation between key private sector industries and law enforcement in their joint fight against cybercrime. They meet separately three times a year to share strategic information related to cybercrime threats and trends in their respective business areas, as well as to agree on joint initiatives alongside law enforcement. ==> Here you can find out who are the private partners (perhaps your company is already one!) as well as a bit of context about the activity of these Advisory Groups: https://www.europol.europa.eu/about-europol/european-cybercrime-centre-ec3/…. @EXT: NoMoreRansom project: fourth decryption tool neutralises latest version of GandCrab ransomware

Hi all, When we talk about public-private cooperation, we often think in very abstract terms. It is not always the case. Today, for instance, a new decryption tool for the latest version of the most prolific ransomware family GandCrab has been released free of charge on www.nomoreransom.org<http://www.nomoreransom.org>. Previous decryptors for the GandCrab ransomware have helped more than 30 000 victims recover their data and save roughly $50 million in unpaid ransoms. Law enforcement and IT Security companies have joined forces to disrupt cybercriminal businesses with ransomware connections. The "No More Ransom" website is an initiative by the National High Tech Crime Unit of the Netherlands' police, Europol's European Cybercrime Centre and McAfee with the goal to help victims of ransomware retrieve their encrypted data without having to pay the criminals. The recent tool, for instance, is the fruit of cooperation between EU and US police forces. Together with Bitdefender. The police cannot fight cybercrime, and ransomware in particular, on its own. And security researchers cannot do it without support from law enforcement agencies. Responsibility for the fight against ransomware is shared between the police, the justice department, Europol and IT security companies, and requires a joint effort. Together we will do everything in our power to disrupt criminals' money-making schemes and return files to their rightful owners, without the latter having to pay loads of money. RIPE NCC Signs MoU With UK NCA

Dear colleagues, I’m pleased to announce that on Thursday, 28 March, the RIPE NCC signed a Memorandum of Understanding (MoU) with the UK’s National Crime Agency (NCA) in London. The MoU formalises the existing relationship between the RIPE NCC and the NCA’s National Cyber Crime Unit (NCCU), and focuses on capacity building, information sharing relating to trends in cybercrime and Internet security, and enhancing the NCA’s involvement in the RIPE community through participation in RIPE Working Groups and the RIPE Policy Development Process. As you may know, the RIPE IPv6 Working Group, earlier this year, was invited to review a draft Recommendation on an IPv6 addressing plan for IoT. That feedback served as input to this Study Group meeting. Regards, Marco Hogewoning RIPE NCC > The meeting of ITU Study Group 20 in Wuxi, China, just finished and I’d like to give you a brief report on the discussions of the work on a draft Recommendation on IPv6 addressing. > > This meeting was the group's first face-to-face meeting since our discussion of the draft Recommendation at RIPE 77 in May 2018 and the July 2018 draft review deadline. The RIPE community's comments were brought to the meeting as a Liaison Statement. > > Several other parties also submitted their own Contributions, including the RIPE NCC in its role as an ITU Sector Member. The proposal in our Contribution, with reference to earlier discussions and your review, was to discontinue this particular Work Item. The United States Government and ARIN made Contributions along similar lines, seeking to stop the work developing this particular Recommendation. This position was also supported by the United Kingdom, Canada, Germany and several sector members. > > I’d like to highlight that both in their Contribution and interventions, the US expressed their gratitude to the RIPE community for their extensive review and feedback on the draft Recommendation. > > The main author of the draft submitted a Contribution with their account of our discussions at RIPE 77 and the review process, as well as a joint Contribution with the Beijing University for Post and Telecommunications providing a case study of an IPv6 address plan. > > Having taken all of these contributions and interventions into consideration, the focus of the meeting discussion was on whether or not the work should continue. Unfortunately, the RIPE community’s feedback was only taken into consideration as a high-level conclusion that the current text does not meet the technical standards expected, and the actual text of the draft was not reviewed or revised during this meeting. > > Unable to reach consensus, the question of whether the work should continue was deferred upwards to the meeting of the Working Party and finally to the closing plenary. > > During the closing plenary, the Chairman of Study Group 20 proposed continuing the work for at least one more meeting on the premise that the draft’s main author would come back with a Contribution addressing the concerns raised with the current draft. He emphasised that the work item would be dropped unless there were contributions and agreement to advance the text at the next meeting. > > The RIPE NCC accepted the Chairman’s proposal as a constructive way forward. We look forward to the contributions at the next meeting with the expectation that they will address the concerns raised during your review. > > We would like to thank you again for the constructive comments raised during the review process. We would also like thank the Question’s rapporteur, associate rapporteur and the Study Group’s management team for all their time and assistance, and of course all the member states and sector members that participated in this discussion. > > The next meeting of Study Group 20 is scheduled to take place in mid-April, in Geneva, Switzerland.

Specifically, it succinctly outlines the e-waste problem and how it connects to the RIPE community, while calling on the community to play a larger part in reducing e-waste across Eurasia (a good reminder we all have a role to play). Massive IP blockings in Russia

Dear colleagues! I’m not pleased to inform you that RosComNadzor, a Russian Communication supervisory body, has started blocking huge ranges of IPs belonging to different cloud infrastructures, mostly Amazon and Google Cloud. Those ranges include: 13.52.0.0/14, 13.56.0.0/14, 18.184.0.0/15, 18.194.0.0/15, 18.196.0.0/15, 34.192.0.0/10, 34.240.0.0/13, 34.248.0.0/13, 35.156.0.0/14, 35.160.0.0/13, 35.176.0.0/15, 52.0.0.0/11, 52.192.0.0/11, 52.208.0.0/13, 52.28.0.0/15, 52.58.0.0/15, 54.144.0.0/12, 54.160.0.0/12, 54.228.0.0/15, 54.72.0.0/15, 54.88.0.0/16. Russian ISPs MUST fully block all traffic to such networks. The list is frequently updated and gets automatically propagated to ISP every once in a while, failure to block any address may result in 1500eur fine. The infrastructure listed above is being added to the blocklist under “counter-terrorist and counter-extremist” order of the General Prosecutor Office, #27-31-2015/Id4082-15, issued in 2015 and often used for blocking an arbitrary unwanted content. The real reason for such blocking is an attempt to cut access to Telegram messenger, which refused to provide end-to-end encryption keys to the Federal Security Service (previously known as KGB). This is a case similar to San-Bernardino shooter’s, where the FBI was denied access to the shooter’s iPhone, but courts in Russia have made completely opposite decision. Telegram’s infrastructure is being blocked by a different decision by RosKomNadzor, #2-1779/2018. Cloud infrastructures are being blocked for massive proxy and VPN hosting used to dodge messenger blocking. It is said, that more Apple and Google networks may be blocked soon for apps updates and push notifications delivery for Telegram. We hope to still have the global IP connectivity to keep you informed about how the situation develops. Do not be surprised if some of your services placed in cloud infrastructures will miss Russian customers. You can monitor the number of IP addresses, domains and URLs to be blocked in Russia at the https://2018.schors.spb.ru/ page (run by the famous ENOG community member Phil Kulin). RIPE NCC Hosts Workshop for Russian LEAs

Dear colleagues, Last week, on 31 January 2018, we held a one-day workshop for Russian Law Enforcement Agencies (LEAs) in Moscow. The workshop was attended by 19 participants. The event followed the format of similar LEA capacity-building efforts in other parts of our service region. LEAs learned about the RIR system and the respective roles of RIPE and the RIPE NCC, and there were discussions on the RIPE Database and the RIPE Policy Development Process (PDP). The concerns of LEAs were primarily around issues of attribution (knowing who is using an IP address at a given point in time). IPv6 deployment and the Internet of Things (IoT) were also topics of interest. We went over the current policy proposals in the PDP, including the proposal initiated by the LEA community, 2017-02, "Regular abuse-c Validation" and encouraged LEAs to participate. Last year, the RIPE NCC signed a Memorandum of Understanding (MoU) with the Ministry of Telecom and Mass Communications of the Russian Federation, an agreement which helped to make this initiative possible. We will be hosting similar capacity-building events with LEAs in Armenia and the UAE later this week. Why Russia is Building Its Own Internet

RIPE NCC Roundtable Meeting for Governments & Regulators Held in Brussels

Dear colleagues, Earlier this week, on 22 January 2018, we held a Roundtable Meeting for Governments and Regulators in Brussels. Around 50 representatives from governments, regulators and law enforcement agencies attended the meeting. A range of topics were covered over the course of the day, including the impact of the GDPR on the RIPE NCC, law enforcement’s recent engagement with the RIPE Policy Development Process, the use of address-sharing technologies (CGN) across Europe, and a run-down of key issues ahead of the ITU Plenipotentiary 2018 in October. The RIPE NCC has run Roundtable Meetings since 2005. They have proven to be an effective way of stimulating dialogue with and between regulators, and updating them on issues affecting the RIPE community. We also plan to hold Roundtable Meetings in the Middle East and Russian/CIS regions in 2018. DMARC Solution Applied to this Mailing List

Dear Working Group, As more email providers enable Domain Message Authentication Reporting & Conformance (DMARC), some people find they can no longer receive emails from the mailing lists they are subscribed to. We have deployed a Mailman setting change to address this problem. After consultation with the RIPE Working Group Chairs, we have enabled the DMARC "Munge From" setting on all RIPE mailing lists. This means that if your email service provider has DMARC enabled, you will continue to receive all emails sent to this mailing list, but the "From" part of the header will change. If you don't have DMARC enabled, you won't see any change to the emails you receive from this mailing list. CENTR and RIPE NCC Sign MoU at IGF 2017

Dear colleagues, Yesterday we signed a Memorandum of Understanding (MoU) with the (CENTR). The agreement was signed alongside the 2017 Internet Governance Forum (IGF) in Geneva. The agreement formalises the existing relationship between the RIPE NCC and CENTR. CENTR agreed to invite RIPE NCC staff to its General Assemblies and to participate within its Technical Working Group, while the RIPE NCC agreed to invite CENTR staff to its Roundtable Meetings. Both parties agreed to involve one another in areas of mutual interest, and also agreed to promote the use of IPv6 among their respective memberships. The RIPE NCC and CENTR will also continue to jointly organise trainings and promote capacity building in Europe, with a specific focus on providing training to European policy-makers and other stakeholders. A new report on an old problem. << We must do more to protect the indispensable yet insecure internet infrastructure provided by undersea cables, urges Rishi Sunak MP in a new report published by Policy Exchange, Undersea Cables: Indispensable, insecure. 97% of global communications and $10 trillion in daily financial transactions are transmitted not by satellites in the skies, but by cables lying deep beneath the ocean. Undersea cables are the indispensable infrastructure of our time, essential to our modern life and digital economy, yet they are inadequately protected and highly vulnerable to attack at sea and on land, from both hostile states and terrorists. US intelligence officials have spoken of Russian submarines “aggressively operating” near Atlantic cables as part of its broader interest in unconventional methods of warfare. Another one MoU bites the dust

Congratulations! Another one MoU signed. RIPE NCC and EURALO. I have really strange feeling about it. Like my Right hand establishes Memorandum of Understanding with my Left hand: as member of ISOC Russian Chapter which is member of EURALO do i need to memorandumize understanding with me as representative of member of RIPE NCC? Do Axel Pawlik needs additional understanding with Olivier Crepin-Leblond? And there are more questions: What kind of additional understanding needed between such organizations? Why it 's so urgent to sign up MoU for 2 European organizations no close to Europe than Abu-Dhabi? How to measure reasonability of such memorandums? And even more, really important: How to control effectiveness and outcome of such MoUs? I have sad example of MoU with Russian Telco Ministry. NOTHING done from Russian Ministry side. Ministry promises to understand and promote RACI. Well, Ministry have educational institutions of professional and high education. NO RACI submissions to ENOG programme at all. (also question effectiveness of RACI in region). So, i want to rise discussion about such MoUs. I do not feel need of such MoUs just to do something, or demonstrate "external relations" activities or demonstrate cooperation just to have possibility to report on cooperation. In some cases "non-legal binding document" harmless for Europeans could be dangerous for others: mentioned MoU with Russian telco ministry - brings words "IP address" and "database" to official language of telco regulator, dreaming of "enforced routing registry". There only one really important MoU - one around RIR system. Having number of meaningless documents around really inflates importance of that MoU. Also, no discussions prior and announcements were made. Even no news is published, no possibility to see text of this MoU (at this moment). ICANN 60 Update: RIPE NCC and EURALO Sign MoU

Many others in the RIPE community are also involved in ICANN discussions, and it would be useful to hear how those might be relevant to the RIPE community. This report is also available online at: https://www.ripe.net/publications/news/industry-developments/icann-60-updat… Best regards, Chris Buckridge External Relations Manager RIPE NCC ------ The ICANN 60 Annual General Meeting took place from 23 October to 3 November in Abu Dhabi, United Arab Emirates, starting just a day after the RIPE 75 Meeting wrapped up in Dubai. The event marked the first full ICANN meeting in the Middle East and an opportunity for to meet and engage with Internet stakeholders from that region and beyond. While ICANN policy discussions have been relatively light on number-related discussions, particularly since the conclusion of the IANA stewardship transition in 2016, staff from the RIPE NCC, RIPE community members and others from the global number community took part at ICANN 60, with the focus on a number of specific topics and events throughout the week. - RIPE NCC and EURALO Sign MoU The RIPE NCC signed a Memorandum of Understanding (MoUs) with ICANN’s European Regional At-Large Organization (EURALO). The MoU formalises the long-standing cooperative relationship between the RIPE NCC and EURALO (and it’s participants), and highlights key areas of common interest, including IPv6 awareness raising and the promotion of bottom-up, open, inclusive policy-making processes. You can also find the full text of the MoUs, along with the other agreements we have with external organisations, on our website: https://www.ripe.net/about-us/what-we-do/engagement-external-organisations - EU General Data Protection Regulation (GDPR) Implementation The European Union's impending data protection regulation implementation was the subject of much discussion at ICANN 60, with the ICANN Board acknowledging that the GDPR will have an impact on ICANN Whois registrations, in terms of the kind of data that can be retained and made publicly accessible. ICANN itself is investigating what compliance will mean for their organisation. The GDPR may also have significant impact on any ICANN-related registries and registrars that have EU-based customers/registrants. This is a topic that also affects the RIPE NCC, and RIPE NCC staff had the opportunity to discuss the GDPR directly with ICANN staff and Board members. The RIPE NCC has been preparing for the implementation of the GDPR for some time, and we will be sharing a more detailed discussion of the anticipated impact via RIPE Labs in the near future. - Discussion of Emerging Identifiers While much of the ICANN meeting agenda was focused on ICANN operational and policy issues, there were a number of sessions devoted to related technical developments. This included a session on emerging identifiers, with discussion of technologies including blockchain, Digital Object Architecture (DOA) and related developments, including the possibility of applying blockchain technology to registry functions. Sustainability at RIPE 75

Hi everyone, Earlier this year, I began the endeavor to build bridges between the Internet governance / infrastructure community(ies) and the sustainable ICT academic and research community. In many ways, current Internet technology is not sustainable. This relates to overall lack of design consideration of ICTs for sustainability (such as recycling or energy scaling), and includes issues such as pollution, electronic waste (e-waste), and energy use. Dr. Mike Hazas was one of the first people who inspired me to do more work in this field, and he was the keynote speaker at a EuroDIG roundtable workshop on sustainable Internet access held in June.
