RIPE NCC signs MoU with Arab Information & Communications Organization

Dear colleagues, The RIPE NCC and the Arab Information & Communication Technologies Organization (AICTO) signed a Memorandum of Understanding (MoU) on 28 September 2022. The MoU focuses on cooperation between the two organisations on Internet development and capacity building through training courses, meetings, conferences and workshops. It also includes the promotion of RIPE Atlas and IPv6, and will make RIPE NCC Certified Professionals available to industry professionals in the Arab and African regions. RIPE NCC in WTDC22

Dear Colleagues, The RIPE NCC is a Sector Member of ITU-D and participates at the World Telecommunication Development Conference (WTDC), where we engage with participants and member states to advance the priorities that address the Internet-related issues in line with NCC's vision and mission. The 9th ITU World Telecommunication Development Conference (WTDC-2022) <https://www.itu.int/en/ITU-D/Conferences/WTDC/WTDC21/Pages/default.aspx> was held from 6 to 16 June in Kigali, under the theme "Connecting the Unconnected to Achieve Sustainable Development, to set the development agenda and priorities for ITU Telecommunication Development Sector (ITU-D) for the 2022 to 2025 period. More than 2000 delegates from 150 Member States plus over 350 sector members participated in the conference; 45 resolutions have been updated, and four new resolutions have been approved. The WTDC opening plenary projected the Russian-Ukraine war discourse, where the Ukraine delegation, supported by other member states, objected to the nomination of Russian candidates to any position on the WTDC Committees due to Russia’s actions in Ukraine. A secret ballot to resolve the issue resulted in not accepting the Russian appointments. This practice has become normality where similar objections took place during WTSA & at ITU Council meetings earlier this year. A significant risk to RIRs at the WTDC came from resolution 63: “IP addresses allocation and facilitating the transition to IPv6 deployment in developing countries”. The Chinese wanted to amend resolution 63 to include an explicit reference to IPV6+ as a technology and commercial innovation trend. Many member states and sector members, including the RIPE NCC and other RIRs, ICANN and ISOC, all opposed this proposal with the fact that IPv6+ is not a standard developed by the IETF, where technical standards should be developed, and that it is not even clearly defined and could impact the IPv6 deployment progress. In the end, the Chinese proposal was not accepted. It’s worth noting that member states continue to disagree sharply on cybersecurity. Resolution 45 on Cybersecurity had two ad hoc groups and a lot of informal discussions. Several proposals referencing UN processes, the need for the ITU to serve as a platform, and cybercrime references were removed, and only four proposed consensus texts were retained. As a sector member of ITU-D, we will remain engaged with ITU-D meetings and study groups and update NCC management and the RIPE community on any developments. Some excellent team efforts from colleagues from ARIN, AFRINIC, and ISOC are to be highlighted. Thanks for all; our involvement and joint efforts have paid off, which is a great result. NIS2 update: EU ministers agreed on the general approach

Dear colleagues, We just received a message that the EU Ministers of the Transport, Telecommunications, and Energy Council, in their meeting today, have agreed to the general approach on the NIS 2 proposal. This now paves the way for the negotiations, the so called trilogue, to start early next year and develop a final compromise proposal. While the official text has not been published yet, we have seen a copy of the working document that shows that the Council position has also removed the DNS root servers from the scope of the directive, together with a short inclusion in the text that emphasises the role of multistakeholder Internet governance. We expect that this text has not been changed prior to today's meeting and is part of the general approach that was just endorsed. This means that as the negotiations start, both the EU member states and the European Parliament will come to the table with a position that the DNS root servers should be removed from the scope of the NIS 2 proposal. This leaves us with some confidence that the final outcome will reflect those positions and exclude the DNS root servers. Further to the concerns of the community, the Council text also has significant changes to the scope of the DNS services in general, which I think will limit the impact of the proposal, especially on smaller operators or entities who run a DNS server only for their own purpose. The Council issued a press release: https://www.consilium.europa.eu/en/press/press-releases/2021/12/03/strength… I would like to thank all my colleagues and community members who have helped to convey the message that governance of the DNS root servers should be left to the multistakeholder community and the risks that the Commission's proposal brings to maintaining a single global and un-fragmented Internet. I would also like to thank all the delegates of the various member states for taking the time to listen to us and to take on board our comments and concerns, leading to the compromise that was agreed today. IGF 2022 Call for Workshop Proposals

Dear colleagues, Please find below the call for workshop proposals for this year’s Internet Governance Forum (IGF), which is planned to take place in Ethiopia in November, but which will be a fully hybrid event (so you don’t need to be on-site to be an active participant, or even session organiser!). This IGF is happening at a very dynamic and significant moment for Internet governance - this is playing out in a variety of ways, not least in how the world’s governments are trying to engage with the Internet and exert varying degrees of control over its use and operations. You’ll note in the call for proposals that the IGF this year has been structured around five themes (each workshop proposal should relate back to at least one of these themes) - this is a deliberate strategy to reflect the themes that the UN has identified for a “Global Digital Compact” that it plans to develop in 2023 (see Commitment #7 here: https://www.un.org/en/content/common-agenda-report/#download). By structuring the conference in this way, it’s hoped that the IGF discussions will provide multistakeholder input to this development of this Global Digital Compact. The RIPE NCC (and our fellow RIRs) will be looking at how best to participate in IGF 2022, and will be happy to work with members of the RIPE community to ensure that this community’s perspectives and concerns are reflected in the discussions. If you’ve got any questions about the IGF or this process, please feel free to drop me a mail! Information request on skill gaps in ICT (security) education

Dear colleagues, In this email I draw your attention to research currently being undertaken in the IGF’s Internet Standards, Security and Safety Coalition (IS3C). It has not been able to find volunteers from Europe and North America, the reason why I call on you with the request to conduct one interview. IS3C’s working group on education & skills works towards these goals: * To detect and resolve cyber security skill gaps in tertiary ICT education curricula; * To encourage tertiary educational institutions to include in their ICT curricula the essential skills, knowledge and understanding of security- related Internet standards and ICT best practices, building on current best practices, in order to bring tertiary education in line with emerging workforce requirements; * To strengthen collaboration between educational decision-takers and policy makers in governments and industry in order to align tertiary ICT curricula with the requirements of our cyber future; * To ensure effective collaboration between key stakeholders in order to keep tertiary ICT educational materials in step with new technologies and standards and prevent new skills gaps from developing. To identify the skill gap and determine current good practices, we are in search of people who have the expertise asked for and can "self-interview" or interview one colleague with experience in recruitement of recently graduated youths entering the work force. The workload involves asking five questions and to report the answers in an interview reporting tool. In seeking nominations for this prestigious award, which was created to celebrate Rob's contributions to the development of the Internet, the Award Committee (https://rob-blokzijl-foundation.org/2021/11/22/2022-award-committee/) is interested to receive nominations of those who have reflected Rob's approach in either a technical or operational capacity. Please give some consideration to nominating individuals - but also teams and groups of people! - in your own community and/or the wider industry in the RIPE region who, in your opinion, deserve to be recognised for their work to make the internet and/or internet community better. To specifically have this emphasised again after some according queries: nominations of teams and groups of people are very well possible and wished for as well in case their collective work would match the criteria of the call as laid out! The Award Committee is particularly interested to receive nominations of contributors who, in addition to their own contributions, have also supported and enabled others anywhere in the world. Also, the Award Committee would like to encourage those making nominations to consider not only the community members in the later stages of their careers or who are widely known but also those who may have contributed greatly in the springtime of their career or discreetly for the greater good or who may be considered to be part of an unrepresented group. Julf and myself, as Co-Chairs are in agreement with this draft statement and Achilleas had excused himself due to his affiliation with the EC. We’d like to know if there is some support from members for having a RIPE community response on this proposal? We would really appreciate your feedback or any comments you’d wish to make or if you'd like us to work further on this. RIPE community believes that governance of the DNS resolution chain, which is such an important element of everybody's Internet connectivity, should involve all stakeholders and can not solely rely on legislation and regulatory oversight. 1. RIPE Community hopes that any winning bidder will adhere to what we see as a fundamental property of the Internet, with a diverse and competitive landscape, anchored on the principles of multistakeholder Internet governance. 2. RIPE Community believes that the responsibility of well-functioning Internet access including the DNS resolution is with the access providers. We believe it should stay that way. 3. We understand that to be able to minimise some risks when the end user selects a random DNS resolver, a possible and feasible solution is to have the access provider run their local DNS resolvers and/or an additional DNS resolver as a back-up. 4. We hope that the EU could allocate DNS4EU funds to the local Internet community and encourage Internet access providers to run their local DNS resolvers. Additionally, the funds can be also used towards the development of open source software for better and affordable DNS resolution services. Hi everyone I’ve made a draft, in agreement with Julf, on behalf of the Coop WG, (Achilleas excused because of his role). We’d like to share this with you before it goes out to the Coop WG members, and to involve DNS WG, since the DNS4EU discussion was mainly housed at the DNS WG. The idea is to ask members if they’d be happy for us to go out with a high level statement on this. If they say yes, we go ahead and wordsmith it. If they shoot it down, we do not do it. Looking fwd to your comments and if you like it how we would involve both or all community WGs. Tx! Desiree — DNS4EU High Level Statement 1. Any solution for DNS resolvers should adhere to the Multistakeholder governance principles and respect the principles of distributed and modular nature of the DNS. (Saying that mandated use of centralised DNS resolvers is not a good principle and should not be only based on legislation). It is questionable if the proposed solution would solve the problem described. 2. The responsibility of well-functioning Internet access including the DNS resolution is with the access providers. We believe it should stay that way. 3. We understand that to be able to minimise some risks when the end user selects a random DNS resolver, a possible and feasible solution is to have the access provider run their local DNS resolvers and/or an additional DNS resolver as a back-up. 4. EU Commission publishes 'Declaration on European Digital Rights and Principles'

Dear colleagues, We noted last year the work going on in various quarters to develop “digital principles”. I wanted to draw your attention to the recent publication of a European Commission proposal for a 'Declaration on European Digital Rights and Principles’: https://digital-strategy.ec.europa.eu/en/library/declaration-european-digit… We previously shared the RIPE NCC’s response to an earlier EU consultation regarding this declaration: https://www.ripe.net/participate/internet-governance/multi-stakeholder-enga… While the suggestion we made there (to include a high-level commitment to maintaining a globally interoperable, unfragmented Internet) is not reflected in the new draft, we’ll certainly continue to follow this process and ensure the engagement of the RIPE community. Hi all, The European Commission’s recent launch of a tender process to establish a European public DNS resolver service (“DNS4EU”) has generated significant interest and attention. Reflecting that, the RIPE NCC will hold an ‘Open House’ online discussion next Monday, 31 January from 13:00-14:00 UTC (14:00-15:00 CET). We invite anyone with an interest in this issue to join for an opportunity to exchange insight and perspectives. RIPE NCC staff will provide a background presentation to kick off the discussion. IGF 2022 Call for Thematic Inputs: Open Now

Dear colleagues, Please note that the IGF Secretariat has issued a call for thematic inputs for the 2022 IGF - this is a useful opportunity to help shape the agenda and programme of this year’s discussions at a high level (the call for specific workshop proposals will come later in the year). I also wanted to note that I have been appointed to the IGF Multistakeholder Advisory Committee, and will be working this year to ensure that the RIPE community is kept up-to-date and engaged with IGF-related developments. I am joined by two other RIR colleagues (APNIC’s Joyce Chen and LACNIC’s Paula Oteguy), and members from a range of other stakeholder groups. That also includes the incoming MAG Chair, Microsoft’s Paul Mitchell, who is the first MAG Chair from the private sector stakeholder group.
