Dear cooperation WG members In line with our regular process, we refresh the co-chair selections every three years, as terms come to an end. Achilleas and Julf are both willing to continue as co-chairs, but they are also happy to step down, if the group feels that it is time for more new blood and there are interested volunteers. We therefore invite both possible expressions of support for current co-chairs continuing as well as any interested volunteers to express their interest in serving as co-chairs for the cooperation working group. The Cooperation WG chair selection process, see < https://www.ripe.net/participate/ripe/wg/active-wg/coop/cooperation-wg-chai… >, states that interested parties have two weeks to make their interest known via the mailing list or directly to the Chair/s. Based on that, we suggest a deadline for expressions of interest by October 10th, and then discussion on the mailing list until October 23rd. European Commission seeks feedback on NIS2 draft implementing act

Colleagues and members, Please note that the European Commission has released the draft implementing regulation under NIS2 detailing cybersecurity risk-management measures (Art. 21.2) and definitions and thresholds for "significant incidents" (Art.23.3). Dear colleagues, I wanted to draw your attention to this "Open Letter to the United Nations”, signed by a range of current and former IETF, W3C, and ICANN participants: https://open-internet-governance.org/letter The text is already pretty tight and to-the-point, but some key quotes: "Technical architecture can enable and influence how the Internet is used, but on its own it cannot address abuse, misinformation, inequality, or many other issues. There is nevertheless a potential danger in regulation and legislation, if it undermines the fundamentally empowering nature of the Internet.” "The Internet is an unusual technology because it is fundamentally distributed. […] This feature is an essential property of the Internet, and not an accident. Yet over the past few years we have noticed a willingness to address issues on the Internet and Web by attempting to insert a hierarchical model of governance over technical matters." RIPE NCC signs MoU with EuroDIG

Dear colleagues, The RIPE NCC and the EuroDIG have signed a new Memorandum of Understanding (MoU) on 19 June 2024, reaffirming their commitment to the multistakeholder model of Internet governance. This renewed MoU marks the continuation of a partnership between the two organisations that began with the inception of EuroDIG. BEREC public consultation on its draft Report on IP Interconnection

Dear WG members, Just to flag that BEREC has published its ‘Draft Report on IP-Interconnection ecosystem’ and invites stakeholders to submit their feedback and contributions until 26 July 2024. Among its main conclusions, BEREC determines that the IP-IC ecosystem is still steered by functioning market dynamics and cooperative behaviours of market players, and therefore does not currently necessitate regulatory intervention. Dear cooperation WG members, We are hereby inviting interested parties to express their interest in serving as co-chair for the cooperation WG. One of us, Desiree, is up for re-selection /after her first term/. Whilst she is willing to continue as co-chair, the group might feel that it is time for more new blood. At the same time we would like to point out that the other two of us co-chairs will be up for possible re-selection by RIPE89, so there will be more opportunities to refresh the group leadership if there is a feeling that it is needed. Discuss ISO-3166 mark TAIWAN as a Provinces of China on the RIPE NCC website

Dear Members of the Cooperation Working Group, I am Tsung-Yi Yu from Taiwan, a user of RIPE NCC's services since 2019 with a deep interest in Global Internet Governance. I wish to address the classification of Taiwan on RIPE NCC's website, particularly regarding Country Codes and RIRs: https://www.ripe.net/membership/member-support/list-of-members/list-of-coun…. Taiwan is listed as a "Province of China," which may cause confusion and misinterpretation. Some of the Individuals and legal entities in Taiwan are using RIPE NCC services like Atlas/RIPEstat. However, the current classification does not accurately reflect Taiwan's status. I reached out to RIPE NCC Support, learning that changes to this classification are currently not possible since they have already implemented the ISO-3166. Notably, the NRO/APNIC does not refer to Taiwan as a "Province of China" but rather by its "economy": https://www.nro.net/list-of-country-codes-in-the-apnic-region/ and https://www.apnic.net/about-apnic/corporate-documents/documents/corporate/a…. This approach avoids political sensitivities and ensures clarity. As I know, the RIPE NCC is operating under a Multi-Stakeholder model (community), and follows different guidelines from entities like the UN/IGF. Even the ICANN, does not label Taiwan as a "Province of China" outside its GAC committee. That's why I would like to discuss this in here and wish the RIPE NCC to reconsider its classification of Taiwan, promoting accuracy and respect in global internet governance. Dear members and colleagues, Note that the European External Action Service (EEAS), the European Commission and the Global Initiative on the Future of the Internet (GIFI) invite EU-based stakeholders to an online consultation on the zero draft of the Global Digital Compact on April 9: https://www.eui.eu/events?id=568528 The online event “At the Crossroads of Digital Futures: Defining the EU’s Priorities for the Global Digital Compact Negotiations” will take place on 09 April, 15:00-17:00 CET. The organisers invite the EU-based multi-stakeholder community, including civil society organisations, the technical community, academia and the private sector, to share their insights and feedback on the GDC zero draft.
