this is a great idea. A typical IXP is based on a Layer2 design with a GE/10GE switch. The IXP usually also hosts route-servers to help peers exchange routes. The route-servers only exchange routes between peers, they are usually transparent to the AS Path and do not manipulate the next-hop. For managing your IXP I can recommend IXP Manager: https://github.com/inex/IXP-Manager It is open-source and comes with a great community and developers. Kind regards, Dominik

Hello Bha, You should see an IXP as a big L2 switch, don’t route packets between your members! L3 design is needed for big IXP with several POPs/locations, but they use an overlay (like MLPS/VPLS) to have a single broadcast domain. I suggest to begin with a small cheap switch, Remco made a nice presentation about this during AfPIF (http://www.internetsociety.org/afpif-2015/sessions).
