I even doubt that the anti-abuse-working-group is limited to network based abuse. Entering wrong registration data (let's say by FAX) could also be covered by this group though it is not a network based abuse. okay, I will try to explain it better :) In English, abuse is an action on something by something there are always two things. For example If you abuse your donkey ( --> = abuse ) You --> Donkey Normal bitcoin mining abuse = You --> CPU Anyway, Internet abuse same principle One resource --> another resource Get it now?

wrong registration data by fax - is not Internet abuse (doubtful if it even normal or just abuse...)
