Fortunately, consensus isn't about vote counting. Here's what rfc7282 says about consensus:
[...] This also reveals one of the great strengths of using consensus over voting: It isn't possible to use "vote stuffing" (simply recruiting a large number of people to support a particular side, even people who have never participated in a working group or the IETF at all) to change the outcome of a consensus call.
