Some RBL's are non responsive as their evidentiary processes are manual/internal/evidence based/etc. Some RBL's are automagic, ymmv but sbl-removals@spamhaus.org does not have to auto reply/acknowledge etc, in my own experience sometimes they do and sometimes they do not. When they do not reply, it does not mean that your case will not be processed, or you will not be removed... sometimes you are and sometimes you are not.
