Same on the Registry side of things. I believe that ISPs/hosting providers should be the first to bat because most likely they are the closest to the resource that is being primarily used as an avenue for abuse. Then the Registrars and finally the Registries get their turn. As Suresh, I’ve been at this for more than a year or two and it’s depressingly frequent to watch ISPs and hosting companies do nothing.
