<br>IP address justification paperwork is easy enough to fudge - say all the right things, copy and paste from boilerplate or whatever.   The RIR certainly isn;t going to give you a /22 if you say you want to deploy botnet C&amp;Cs on it, so of course you aren&#39;t going to say that.  <br>
