Unless you migrate or delete data that won't be the case, you still have it littered all over the place.
You can't migrate all data on a D-day. This will happen over time and the proposal I think addresses this by making the attribute mandatory.
Imho you and Leo Vegoda are mixing up the data quality and the work quality. Data quality judges the quality and the accuracy of the data given in the object and has absolutely nothing to do with the abuse work done behind the email address.
Again, this proposal has the risk of lowering data quality and people should be aware of that.
