This is pointless sophistry. Nobody *forces* you to eat either but, if you want to survive, you need food and if you want to participate in the internet, you need internet resources. So ,in this context, "mandatory" is close enough.
However, to get back to the topic, I feel it is by far not enough to just blame RIPE NCC for signing a MoU without pointing out what exactly is questionable from your POV in terms of cotent. Did you even read it?
Yes, it contains practically no information. It could mean they meet once a year and exchange business cards, it could mean the NCC becomes an informer for $LEA.
To me, the content is far from being an „close ally“, and Europol with its mission and entitlements is also far from national intelligence agencies.
