I do have my doubts about the *current* need for an LIR, to be frank (as opposed to an ISP that acquires a large IP block and swips it to their downstream customers)
It's to avoid membership and associated costs etc A LIR should have the technical know-how etc., to manage requests etc., in a cost-effective manner A lot of the organisations that take PI space probably don't ..

In theory that policy already exists for all RIPE NCC space, I think. Do you think we should try to push for the RIPE NCC to actually implement this policy? Do you think there should be further penalties for LIRs involved with arranging bogus PI assignments?
