PI space normally argues a specific need such as multihoming, or portability across ISPs. Any organization that has the technical knowhow to do this ...
I disagree We were in that position a few years ago It made a lot more sense to get PI space than to become fully fledged members of RIPE There's an admin overhead etc
Any ISP can allocate a /24 to a customer with a T3 or a rack of servers - but does that space necessarily need to be PI?
It depends on what you are doing. And yes PI space makes sense If you get a bunch of IPs from company X and you then stop using them you'll need to renumber
