So the questions is just what will happen if somebody does not have an abuse-c. Since the "abuse-c:" is obligatory, the usual RIPE NCC rules would apply (not compliance would constitute policy infringement and would lead to the deregistration of the relevant resources, as described in the closure and deregistration document under the section c.Incorrect registration of the allocation/assignment in the RIPE Database: https://www.ripe.net/ripe/docs/ripe-517#b11c and https://www.ripe.net/ripe/docs/ripe-517#b2
But please keep in mind, that this process has nothing to do with the proposal itself.
Can you please clarify if the only requirement is that an abuse-c be published? For instance, if an LIR published an abuse-c with 100% bogus contact data, would that meet the requirements and so avoid the address space being reclaimed? Thanks, Leo
